Sri Kakani Govardhan Reddy, the Chairperson, Zilla Praja Parishad, Nellore hailed from a well reputed peasant family of Thoderu village in Podalakur Mandal of Nellore district. His father Sri Kakani Ramana Reddy admired by the thought of Sampoorna Grama Swaraj introduced by Pandit Jawaharlal Nehru and took active part during the inception of Panchayat Raj system in Andhra Pradesh. He served as the President of the then Podalakur, Panchayat Samithi for an uninterrupted period of 18 years and has dedicated his services to the cause of down trodden and weaker section of the villages under his jurisdiction.

 
Sri Govardhan Reddy, having such a political and family social back ground was a good academician and did his Bachelor Degree in Civil Engineering from Mysore University. As a professional Civil Engineer, he is a reputed Civil Contractor by profession. Having a great flair to serve the needy people, he entered in politics and was elected unanimously to the post of Member Z.P.T.C., Sydapuram Mandal representing the Indian National Congress during the year 2006.

After his election as Chairperson, Zilla Praja Parishad, Nellore Sri Govardhan Reddy has taken up a number of social welfare measures towards meeting the aspirations of the people, particularly the rural population of the district with special reference to their developmental needs. He is a committed social worker and a philanthropist. He is determined to leave his mark on the institution of the Zilla Praja Parishad, Nellore.

Achievements

 
In a very short span his tenure as Chairman, Zilla Praja Parishad, Nellore, he has acquired a good command over the different feels of activities dealt by the Zilla Praja Parishad. He has concentrated district developmental activities and has conducted regular reviews with all the officers of Panchayat Raj and Rural Water Supply Engineering Wings, Education, Health, Agriculture, Animal Husbandary, S.C. Welfare, B.C. Welfare, Tribal Welfare, Marketing, Rythu Bazars, Fisheries, Social Forestry Departments and is ensuring to improve the quality of services delivered by these departments in the rural areas.

 
He is making efforts to provide potable drinking water to all the S.C., S.T. habitations in the district. 224 No. of S.T. habitations have been provided with protected water supply to date and the Chairman is striving to see that no S.C., S.T. habitations are lacking in protected water supply by the end of 2008.

 
In the field of Education he is helping to set high standards in the Z.P.P. High Schools and took the initiative towards providing quality furniture to the schools by allocating a part of the three years proceeds of the sand auction of Rs.3.00 Crores in the district in combination with the funds provided by the alumni associations of Z.P.P. High Schools.

 
As a philanthropist some of his gestures in committing his own personal financial resources towards larger societal good include, among other things:

1. Provision of tri-cycles and other aids to physically handicapped people.
2. Institution of 1st, 2nd and 3rd prizes in cash for meritorious students passing out of Class – X from the Z.P.P. High Schools of Nellore District : Every student who gets any one of the State rank in between 1 to 10 will get Rs.2,00,000/- as cash award. Students getting 1st, 2nd and 3rd Ranks at the District level will receive a cash prize of Rs.1,25,000/-, Rs.1,00,000/- and Rs.75,000/- respectively. For students getting the 1st, 2nd and 3rd Ranks at the Z.P.P. High Schools level Rs.1,00,000/-, Rs.75,000/- and Rs.50,000/- will be provided as cash prizes respectively.
3. Encouraging sports in the district by organizing and financing the Chairman’s Cup sports event, thereby encouraging the physical fitness and enthusiasm for sports among the rural youth.
4. Donating computers and needed furniture to the Government Hospitals in Nellore. 

 
He has also voluntarily relinquished his honorarium as Chairman, Zilla Praja Parishad and the official vehicle which he is entitled to and donated the amounts saved therein to the cause of furthering the education of the children of Class-IV employees of the Zilla Praja Parishad.

Views

He has set for himself the following goals for achievement for the rest of his term :

a) Overall and comprehensive development of villages in all aspects.

b) Providing needed infrastructure facilities and teaching aids to all the Z.P.P. High Schools.

c) Provision of pucca roads drains and other infrastructure in rural areas.

d) Ensuring potable safe drinking water and improving hygiene in villages.

e) Initiating much needed changes in the day today running of hospital administration and ensure improvement of health care delivery to the patients in Government Hospitals in his capacity as Chairman, District Hospital Development Society, Nellore. 

By his personal commitment to the peoples welfare, his liberal outlook, youthful profile, dynamism and earnestness in responding to the needs of the rural populace, he has endeared him self to all sections of the people and irrespective of party affiliation is commanding the respect and affection of the Members of the Zilla Praja Parishad. 

Sri K. Govardhan Reddy is committed to improve values in public life and in administration and also make the best use of this opportunity as Chairman, Zilla Praja Parishad to serve the people of the District to the best of his ability for the reminder of his term and leave an indelible impression on the institution of the Zilla Praja Parishad, Nellore.
